The Coalition Programme for Government (May 2010) committed the Government to “create directly elected mayors in the 12 largest English cities, subject to confirmatory referendums and full scrutiny by elected councillors”. The Government is planning referendums in May 2012 in 11 cities. They are:

- THE CITY OF BRISTOL
- THE CITY OF COVENTRY
- THE CITY OF LEEDS
- THE CITY OF LIVERPOOL
- THE CITY OF MANCHESTER
- THE CITY OF NEWCASTLE-UPON-TYNE
- THE CITY OF NOTTINGHAM
- THE CITY OF SHEFFIELD
- THE CITY OF WAKEFIELD
